Recently, the Bureau of Land Management and others signed a nationwide
programmatic agreement under which the BLM will shift from the "Section 106
Process" that currently governs most federal undertakings, to a process to
be designed by the BLM with input from SHPOs, Tribes, and others.  Any
state professional council can provide input into the process by
identifying itself to the BLM as an "interested party."  The resulting
regulations and guidelines will have the potential to effect every CRM firm
and working archaeologist in the West.  For that reason, I strongly
encourage every professional archaeological council in the western United
States to become an interested party as the BLM develops protocols to be
applied to individual states.
