Thought you might find this of interest -- the editorial in the Sept/Oct 
issue of Biblical Archaeology Review proposes the sale of duplicate, common 
artifacts by museums and government agencies to cause the black market to 
crash,  clear out storage areas, and provide needed funds for research, etc. 
 Furthermore, he states that since "high end" finds are rare, it would no 
longer make illegal collecting attractive.  I am writing a letter saying 
this is not how it works in Arizona. This magazine is dealing mainly with 
the middle east, where governments often claim ownership of all artifacts.
