Subscription is really quite simple.  I have attached the information

FPFORUM is a small but growing list designed to serve the Federal
preservation community.  We are trying to build it, so jump aboard.

                    WELCOME TO FPFORUM

Welcome to the Federal Preservation Forum's cultural resources
management distributed mail network.  This network is designed to
facilitate and enhance communication and information exchange
among Federal, State, and Local professionals working in cultural
resources management or those with an interest in federal
cultural resources laws, regulations, or programs.  This network
is sponsored by the Federal Preservation Forum and is hosted by
the California Desert District of the Bureau of Land Management.
The software is maintained at the California State Office of the
Bureau of Land Management.  FPFORUM is a "closed" list which
means that access is subject to approval by the list owner.

The FEDERAL PRESERVATION FORUM is an active, non-profit
organization founded in 1990 by a group of people interested in
improving federal historic preservation programs.  The FPF
promotes constructive dialog among participants in these
programs.  The FPF seeks to improve communication and cooperation
between the field personnel implementing programs and policy-
making personnel in the head offices.  Over the past few years,
the FPF has grown, and its activities have expanded.  The FPF
membership includes federal employees, state agency personnel,
university staff, and members of the private sector.
Participants in federal preservation programs include the
Advisory Council on Historic Preservation, the national
Conference of State Historic Preservation Officers, and other
groups and individuals.

The FPF holds its annual meeting each fall.  At the meetings
members share information on how to improve Federal program.  The&127;
meetings are held in a different city each year.  Further
communication is fostered by the FPF newsletter, which is
currently distributed three times a year.

Anyone with an interest in federal historic preservation programs
may join FPF and participate in its activities.  In order to be a
voting member, you must be employed directly by the federal
government.

Although membership in the Federal Preservation Forum is not
required in order to participate in this information network,
membership is cheap (S10.00) and necessary to the survival of the
organization and to offset the cost of postage for the
newsletter, etc.  We encourage all to join the FORUM.

We suggest that you print out a copy of this information sheet
and file it away for future reference.

The following information is provided for your consideration and
use.  Bureau of Land Management policy for Information Access and
Use of the Internet was established in Instruction Memorandum No.
95- 20.  This policy memorandum reiterates Administration policy
that encourages use of the Internet as the primary method for the
dissemination of information by federal agencies.  The FPFORUM
mail server is designed to meet that challenge. Success is
dependent on your participation.  However, please keep in mind
that a mail server discussion becomes a record if these
discussions are used in decision making or the formulation of&127;
policy.  Since some discussion items may become an agency record,
discretion must be used.  Records of discussions leading to the
development of policy, or decisionmaking, become agency records
and must be managed according to established records policies.
If in doubt, make a hard copy for the files.  Also keep in mind
that archaeological site information is privileged.  Even though
this is a closed list, use caution and discretion when discussing
matters of a sensitive nature.

reply must be to the fpforum@lists.ca.blm.gov address, and not to
the originator of the original post, if you want everyone on the
list to be privy to the response.  That is the purpose of the
list.
